About the Company

The National Assembly of Zambia is the legislative arm of the Government of the Republic of Zambia, responsible for enacting laws, providing oversight of the Executive, and representing the people of Zambia. The institution is committed to strengthening democratic governance through effective legislation, accountability, and public participation.

The National Assembly is inviting applications from suitably qualified and experienced candidates to fill four (4) Legal Officer positions.

About the Role

The Legal Officer will provide legal advisory services to the National Assembly Management and Members of Parliament on constitutional, legislative, parliamentary, and administrative matters. The successful candidate will support legislative drafting, legal research, committee work, litigation support, and ensure that parliamentary processes comply with the Constitution and the laws of Zambia.

Key Responsibilities

Legal Advisory & Legislative Support

  • Provide legal advice to National Assembly Management and Members of Parliament on legal matters relating to the institution's mandate.

  • Render legal opinions on parliamentary and administrative matters.

  • Examine and monitor Bills before Parliament and ensure enacted Bills are properly processed into Acts of Parliament.

  • Draft Private Members' Bills and amendments to Bills.

  • Analyse Bills and International Agreements to support relevant Parliamentary Committees.

Legal Research & Policy Development

  • Conduct legal research on laws relating to the National Assembly and recommend legislative reforms where necessary.

  • Draft relevant Bills for submission to the Ministry responsible for Justice and Legal Affairs.

  • Participate in the review of the National Assembly Standing Orders and Members' Handbook.

  • Prepare legal opinions, reports, and recommendations to support parliamentary business.

Committee & Litigation Support

  • Provide secretarial services to the Committee on Privileges, Absences and Support Services, as well as other committees assigned from time to time.

  • Prepare weekly legal updates relating to Parliamentary business while the House is in session.

  • Attend to litigation matters in conjunction with the Attorney-General's Chambers.

  • Perform any other duties assigned by the Senior Legal Officer or supervisor.

Minimum Qualifications

Applicants should possess:

  • Full Grade 12 School Certificate.

  • Diploma in Legislative Drafting.

  • Bachelor of Laws (LLB) Degree from a recognized university.

  • Valid Practising Certificate and admission as an Advocate of the High Court for Zambia.

  • Membership with the Law Association of Zambia (LAZ).

Experience

The ideal candidate should have:

  • Minimum three (3) years of relevant post-qualification work experience.

  • Experience in legislative drafting, legal advisory services, or litigation.

  • Sound understanding of constitutional, administrative, and parliamentary law.

The successful candidate should demonstrate:

  • Excellent legal research and analytical skills.

  • Strong legislative drafting and legal writing abilities.

  • Sound knowledge of Zambian constitutional and parliamentary law.

  • Excellent communication and presentation skills.

  • Strong organizational and time management skills.

  • Ability to work under pressure and meet strict deadlines.

  • Computer literacy and proficiency in Microsoft Office applications.

  • Ability to work effectively both independently and as part of a team.
